The Rhode Island Missing Children Clearinghouse, maintained and operated by the Rhode Island State Police, is an investigative, informational, and referral service available to the citizens of the State of Rhode Island. The clearinghouse operates a 24 hour toll free (in state) hotline (401)-444-1124 , which can be used to report missing children or the sighting of missing children. The clearinghouse has educational materials regarding child safety available to the school systems in the state, as well as literature that is available to the general public. The clearinghouse sponsors an annual "Get Booked" program, in which children are finger-printed and video-taped, so that parents may have vital information readily available in the event that their children ever become missing. The incident was not unlike those on the western frontier described earlier. The difference, though, was the growing capability of the State Police. Even though the rolling Atlantic provided a difficult hazard, the force moved swiftly into action. What followed is best described by a news account which appeared in the Providence Journal: "The Rhode Island Mounted Police yesterday captured Block Island and made it for the first time since the enactment of the Eighteenth Amendment a part of the United States." The story failed to note that the "noble experiment" had become effective on January 16, 1920 without ratification by this state. APPREHENDED: On April 20, 2000, Julio Torres was arrested in Puerto Rico by United States Marshals who were acting on information provided by a United States Marshal and a Rhode Island State Police detective assigned to the Rhode Island State Police Violent Fugitive Task Force. The Rhode Island General Assembly charged the Division of State Police with the regulatory enforcement of all charitable gaming except bingo in 1979. This included raffles, Las Vegas nights, poker nights, week club raffles and bazaars. This authority was transferred from the Rhode Island Lottery Commission. In 1982 a statewide grand jury was convened to investigate the many abuses of the bingo law that were taking place at the time. That investigation elicited a number of criminal indictments and a grand jury report making recommendations to the legislature to add bingo to the other games of chance that were regulated by the state police. In 1983 that legislation was passed. The reason for shifting regulatory authority to the State Police was that the lottery commission lacked the enforcement powers to properly supervise and regulate gaming activities.
