Board of Hairdressing and Barbering The Board of Hairdressing and Barbering acts in an advisory capacity to the Department and to the Director of Health in all matters pertaining to the practice of the profession. The Board is responsible for the review and approval of applications for initial licensure, the formulation and promulgation of Rules and Regulations pertaining to the practice of the profession and for the over all exercise of disciplinary authority over all persons regulated under the statute. Untitled Document State Budget for FY 2004. The Council’s Work Plan for 2003 contained funding items relating to (1) affordable assisted living and additional staff at HEALTH for assisted living regulatory enforcement and (2) reform of the nursing home principles of reimbursement for nursing homes. The Chairman advocated for these funding priorities with the Governor and legislative leaders and in June issued a press release stating that the lack of assisted living survey staff could harm senior residents. In addition, Chairman Fogarty advocated for the restoration of reductions to community aging service programs and/or providers that Governor Carcieri had proposed in his FY2004 budget submission.
