Overview - Puerto Rico and the U.S. Virgin Islands Drug Threat Assessment The financial impact on Puerto Rico's government from substance abuse-relatedcosts is substantial. In 1998, the most recent year for which data areavailable, Puerto Rican officials spent nearly $900 million on substanceabuse-related programs in areas including justice, education, health,child/family assistance, mental health/developmental disabilities, and publicsafety. This figure amounted to 6.2 percent of the total expenditures for thecommonwealth. When factoring in the cost of lost productivity andnongovernmental expenses by private social services, estimates for totalsubstance abuse-related costs are even higher. Money laundering poses a serious threat to Puerto Rico and, to a lesserextent, the USVI.
