      Even assuming, without deciding, that the necessary expense doctrine applies, the provision would not satisfy application of that doctrine. The Union has not demonstrated that, and it is not apparent to us how, the Agency's reimbursement of such personal expenses for planned activities while on leave, including hotel reservations, airline tickets, and tickets for local theater, sports events and banquets, would make any contribution to the Agency's authorized purpose in maintaining the Agency's operations that necessitated the cancellation of leave. For instance, the reimbursement of the entertainment expenses specifically mentioned by the Union for sporting events is neither reasonably necessary nor relevant to maintaining the Agency's operations that necessitated the cancellation of leave.
