ATSDR-HEALTH CONSULTATION NO. 2, JACKSON CERAMIX CORPORATION, FALLS CREEK BOROUGH, JEFFERSON COUNTY, PENNSYLVANIA In August 1996, the Pennsylvania Department of Health (PADOH), working under cooperative agreement with ATSDR, prepared a third HC for the site. PADOH described conditions at the site, including the discharge of raw sewage from homes in Falls Creek onto the site and adjacent property. PADOH and ATSDR concluded that the site is a public health hazard, basing the conclusion on the presence of raw sewage and physical hazards on site. Raw sewage, which represents the risk of exposure to infectious biological hazards, was draining onto the site from the borough of Falls Creek at the rate of about 30,000 gallons per day (gpd). An additional estimated 40,000 gpd were flowing into wetlands next to the site. Many physical hazards, such as unstable fire debris, climbing hazards, and water-filled pits, were present at the site.
