On December 28, 2004 at approximately 8:15 p.m., Oregon State Police Troopers were positioned along Interstate 5 after receiving a tip that a suspect wanted for murder and robbery out of Umatilla County was believed to be traveling to the Roseburg area. Troopers David Stone, Lynn Withers, Kirk Freeman, and Lieutenant Doug Ladd spotted the vehicle of interest, a black 2001 Honda Civic two-door hatchback, southbound on Interstate 5 near milepost 130.
