Pendleton, Oregon : About Us Columbia Plateau Conservation Research Center in Pendleton, Oregon (CPCRC) is one of the multidisciplinary laboratories of the U.S. Department of Agriculture-Agricultural Research Service ... These lands are covered by soils that are suitable for winter cereal production, and are rich in required crop nutrients, except nitrogen and occasionally sulfur. These soils are very susceptible to water erosion because of long steep slopes and low water infiltration rates. Agriculture related soil erosion in the Pacific Northwest differs from that elsewhere in the nation. Most erosion on the Columbia Plateau occurs during rainfall and/or snowmelt on frozen soil. National Weather Service - NWS Pendleton Pendleton (Census 2000 population 16,354) is located in the Umatilla River Valley that cuts through the rolling dry farmland of the eastern Columbia Basin of northeastern Oregon. It was founded on the Umatilla River in 1864 on a site purchased for a span (pair) of horses. A toll bridge across the Umatilla River at the townsite formed an important link in the westward migration via the Oregon Trail.
