Commercial realtors in the Fifth District reported generally strong markets, although some signs of slowing in the pace of activity were emerging. Realtors in Maryland and the District of Columbia said that office rental rates were rising as supplies of available Class A office and industrial space tightened. One realtor noted that it was "clearly a landlords' market" in the area. Contacts in Northern Virginia said an inflow of telecommunications and "dotcom" businesses continue to absorb large blocks of office space and they indicated that the hotel market there was also very strong. In contrast, commercial real estate activity in the suburbs of Richmond, Va., was described as somewhat slower, although the level of activity there continued to be high. Commercial real estate markets in New England remain sluggish. Contacts report very low activity levels throughout the region, with Greater Boston continuing to trail other major metro areas. Commercial markets outside of Boston are said to be steady; vacancy and rental rates have been flat. Boston-area contacts report virtually zero demand for additional rental space in either the city or the suburbs. They indicate that rental rates for available space have decreased 15 to 20 percent over the past year, to approximately half of their 2000 levels. Office vacancy rates in the Boston area continue to rise. In addition, companies occupy substantial unutilized space that is not included in the published rates. Respondents anticipate that vacancy rates will rise further in the near future when a number of large leases expire and unutilized and sub-leased space is returned to owners, possibly further depressing rents. The Oregon Coast National Wildlife Refuge Complex is currently seeking a maintenance volunteer for a three to four month position. The volunteer will be working on both Bandon Marsh and Oregon Islands National Wildlife Refuges in Coos and Curry Counties. Duties will include: invasive plant removal (e.g., scotch broom, gorse); maintenance of an interpretive trail, boardwalk and visitor parking area; mowing/weed whipping of invasive plants and grasses; maintenance of buildings; office cleaning; boundary posting; preventative maintenance of vehicles and equipment; and some plumbing, electrical, painting and carpentry. Requirements for the position include a valid drivers license, ability to work with hand and power tools, ATV experience/certification, ability to lift 50 lbs over rugged terrain, and experience in trades or maintenance fields.     In the interim, to assist in filling these gaps, Public Coast Stations operating in the 156–162 MHz frequency range are required by Federal regulations to provide a safety watch on VHF channel 16. Public Coast Stations are exempted from providing a safety watch when ''Federal, State, or Local Government stations'' cover 95 percent of the coverage area. TITTMAN. We did, I believe, a half a dozen or so studies over the course of the last 5 or 6 years to try and determine what an appropriate return rate was on raw land rental. And the basis for the studies was all market transactions between private citizens where we could extrapolate or get a direct indication of an appropriate rental rate for raw land. There were studies done in the Dakotas; there were studies done in Wyoming and Colorado, Idaho, Montana, California. They were not all inclusive because these things get very, very costly and time consuming, but there was a sufficient pattern to suggest that most of these return rates were commensurate approximately with a similar term Treasury note rate. Demand for refiners on the Gulf Coast has been helped by problems following a fire at a Chicago refinery. Refiners reported improved margins because the price of product has fallen more slowly than the price of crude oil. Gulf Coast refineries continue to produce at high levels. They are just entering the turnaround season, shutting plants for maintenance and switching from gasoline to heating oil production. Jet fuel is easily converted to heating oil, and contacts expect much of the reduced demand for jet fuel to be used to build heating oil stocks. At beach resorts along the East Coast, hotel bookings and day trip traffic reportedly surpassed year-earlier levels. In Boston, increased tourist traffic from Europe offset declines in business from East Asia and contributed to the sector's robust growth. Fires depressed tourism in much of Florida, but other parts of the Southeast attracted visitors, including those interested in riverboat gambling and Mississippi Gulf Coast casinos.
