As a result of a February 2004 DEA Youngstown R.O. investigation, 3,815 marijuana plants and 640 bags of high quality Professional Growers Mix were seized from a warehouse in Youngstown that was being utilized to cultivate marijuana. Following the seizure, in an effort to put the “Grow Mix” to good use, DEA Youngstown shared it with the Boardman Police Department, which in turn donated it to Mill Creek Park in Youngstown, Ohio. The grow mix has an approximate value in excess of $6,000 and was intended to be used in the marijuana growing operation. The NEOCC facility at Youngstown was planned by CCA as a medium security institution. Thisis how it was promoted initially to the citizens in the community and stipulated in thedevelopment agreement CCA signed with the City of Youngstown to construct and operate thefacility. ...

1. Visitation. There are a number of problems noted in the area of community and family ties. First, the inmates had been accustomed to receiving frequent visits in the past when they werehoused at Lorton, they are now approximately 300 miles away from home. This makes it moredifficult for them to maintain family ties. The great majority of them come from lowersocioeconomic backgrounds and their families do not have the financial resources to make thetrip to Youngstown very often. According to the Program Manager at NEOCC, only 20% of theinmates receive regular visits. This problem has been alleviated somewhat by D.C. CURE, aWashington-based group representing inmates' families. D.C. CURE assists by coordinatingbus transportation to Youngstown for family members to visit. On Fathers Day 1998, CCA alsochartered and paid for two buses to transport inmates' family members to NEOCC.
