The U.S. Supreme Court has held through a long line of preemption cases that a finding of inconsistency between state and federal laws must meet a high threshold. One of two specific standards must be met before a state law can be found inconsistent. Federal law will preempt state law if it frustrates the purpose of the federal statutory scheme or if compliance with both the state and federal laws is physically impossible. See Crosby v.
