H.R.2918, Dakota Water Resources Act of 1999
TOP OF DOC     As we all can appreciate with the Garrison Diversion Project, the lack of good water systems at present blocks effective economic development in most of our reservation districts, which we call ''segments.'' Unemployment is still a large problem on our reservation, even with the modest success of our casino, Mandaree Enterprises, the Northrup Grumman plant in New Town and other Tribal enterprises we are still developing. The 1990 census pegged our average per capita income at $4,849, one-third of the national average. ... [Read More]

FEMA: Region VIII - Turtle Mountain Band Of Chippewa Indians of North Dakota
The reservation offers excellent fishing, hunting, and other outdoor recreation, although the tribe steadfastly watches over the rich forests and resident wildlife, rejecting exploitation. Development of a commercial walleye fishing industry and commercial bait farms are being actively pursued, and horse racing, a bingo hall/casino, and an electronics plant provide a significant source of revenue and tribal employment. Local, state, and federal governments provide over 50 percent of tribal employment. Cargo trailers and truck boxes, mostly for military contracts, are produced by the Turtle Mountain Mfg. Co., and 75 percent of the employees of the Bulova Watch Co.’s plant in Rolla, N.D., just outside the reservation, are tribe members. ... [Read More]

Indian Gaming report by Richard Anzures
Initially, the purpose of writing this article was to helpnon-Indians understand the misconception that native Americans are getting richbecause of the casinos operating in reservations throughout the United States.   Many Americans believe the tribes do not need Federal program benefitsbecause of the abundance being reaped by Indians from the Indian casinos.   The money earned by the casinos is helping the Indians in many ways, specifically, in reducing welfare and unemployment on some reservations, wherethere was abundant unemployment and welfare.   Some of the wealthier tribes support universities with endowments andscholarships, provide educational grants, support road and highway projects, meaning they use the wealth wisely.   However, the December 2002 Time special reports failed to point out pertinent facts, including why tribes decided to implement gaming and the restrictions theFederal government has implemented.   Themain problem was the understanding o ... Politics and Gambling
As a result of the scandals, binding referendums on continuing gaming were placed on each of the 64 parish ballots. Each parish had the option of banning the gaming that was currently legal within the parish. In 30 of the parishes video poker was banned. The most important elections were on the continuation of river-based and land-based casinos. These all passed in the parishes that had casinos.
