However, growth in finance and real estate activity was trimmed by anticipations of higher interest rates, and many restaurant and entertainment businesses in coastal areas of North Carolina and Virginia experienced sales declines in the aftermath of Hurricane Floyd. Declines in manufacturing shipments intensified in recent weeks, particularly for transportation equipment, fabricated metals, printing, apparel, and furniture firms. Furniture producers cited weak consumer confidence as the primary factor contributing to poor sales. A manager at a furniture manufacturing plant in North Carolina said that his shipments were falling and he expected the decline to persist during the next six months. Several apparel producers in North Carolina noted that higher energy prices continued to squeeze their profit margins; they also cited competition from abroad and a strong dollar as ongoing concerns. Congress has begun action to implement the recommendations of the 9/11 Commission. The immigration provisions in the 9/11 Recommendations Implementation Act (H.R.10) would authorize 10,000 additional border patrol agents over the next five years. In addition, this measure would authorize 4,000 more immigration investigators over the next five years. Each state would receive additional investigators, which would address the shortage of investigators assigned to the U.S. Citizenship and Immigration Services sub-office in Charlotte.
