FTC: "Operation Trip-Up"
Roger S. Dolgin, who resides San Francisco, doing business as Design Travel and Design Travel of Santa Rosa , out of a Santa Rosa office. Dolgin allegedly operated a nationwide network of telemarketing boilerrooms which gathered consumer names from "win a free vaca tion" booths at local fairs or carnivals, among other methods. The telemarketers placed cold calls, sent consumers direct mail or unsolicited faxes, and operated an Internet home page, all representing that consumers were part of a select group specially chosen to receive a limited number of cruise vacations from Florida to the Bahamas worth as much as $1,500, but for which they would pay only $398, $498 or $598, if they did so immediately. This distinctive pair of buildings occupies a notable place in the agricultural and architectural history of North Carolina. They represent the oldest permanent buildings associated with the North Carolina State Fair, one of the state's premier annual events. Agriculture has long been a mainstay of the North Carolina economy. In celebration of that tradition, the North Carolina Agricultural Society began sponsoring annual fairs in 1853 at a site in east Raleigh. In 1873, the fair was moved to a location west of town. There it remained until 1925 when the agricultural society, faced with debts and site overcrowding, passed control of the event to the state. The following year, the state legislature authorized the purchase of 200 acres west of the second fair site for development as the new fairgrounds. Contacts at services firms told us that demand had picked up in recent weeks. A manager at a Tidewater Virginia rental outlet that specializes in tools said his revenues were well above a year ago, and a national trucking firm with offices in North Carolina reported stronger demand for freight transportation services. There were scattered reports of adverse impacts from higher prices in the services sector. The owner of an architectural firm in the Baltimore, Md., area, for example, expressed concern that higher prices of construction materials might limit the number of new construction projects--potentially reducing his business. Ample rainfall provided good tillage conditions in most areas of the District, allowing farmers in North Carolina and Virginia to get ahead of schedule in corn planting. The widespread rainfall also boosted pasture growth and reduced the need for supplemental feeding, particularly in North Carolina and West Virginia. The District's manufacturing sector contracted again in September: shipments, new orders, capacity utilization, and employment all declined. Contacts in the apparel, furniture, and rubber and plastic products industries noted particularly sharp declines in shipments. Several textile and apparel manufacturers in North Carolina told us that diminished consumer confidence and a strong dollar continued to hamper sales growth, and an industrial machinery manufacturer said that September shipments fell to their lowest level in almost a year. However, there were a few bright spots in the otherwise sour reports--a producer of plastic products in North Carolina, for example, said there were "good quality" projects in hand and he expected business to pick up in the fall.
