Until further notice, the New York City Taxi and Limousine Commission (TLC) will continue to ONLY accept applications for new, transfer and renewal licenses for Tier I For-Hire Vehicle (FHV) and Paratransit vehicle licenses via an online, web-based appointment request form or via use of drop-off service. About TLC - NYC Taxi & Limousine Commission
The New York City Taxi and Limousine Commission (TLC), created in 1971, is the agency responsible for licensing and regulating New York City's medallion (yellow) taxicabs, for-hire vehicles (community-based liveries and black cars), commuter vans, paratransit vehicles (ambulettes) and certain luxury limousines. The Commission's Board consists of nine members, eight of whom are unsalaried Commissioners. The salaried Chair/Commissioner presides over regularly scheduled public Commission meetings, and is the head of the agency, which maintains a staff of approximately 400 TLC employees assigned to various divisions and bureaus. The Hon. Matthew W. Daus was named as Mayor Rudolph W. Giuliani's designee to the Chair of the TLC in June 2001 and was unanimously confirmed by the New York City Council on August 22, 2001.
