By law, all tour guides must take an exam when applying for a license to test their knowledge of historic or public points of interest in and about the City. Under DCA’s proposal, guides would be required to be re-tested if the exam is updated. Any tour guide who currently is licensed by DCA would be allowed to take the new exam for free anytime before March 31, 2004, the next renewal date. On April 28, Bill Schwab, Brad Butman, Rob Thieler , and Ellen Mecray (WHFC) accompanied a number of Reston USGS representatives including Bonnie McGregor, Dave Russ and Pat Leahy on a cruise tour of the New York City estuary system in and around the Gateway National Recreation area. This tour was developed by the Department of City Planning as part of its Malcolm X Boulevard Streetscape Enhancement Project. The project, which extends from West 110th to West 147th Street, seeks to complement the ongoing capital improvements for Malcolm X Boulevard and take advantage of the growing tourist interest in Harlem. The project proposes a program of streetscape and pedestrian space improvements, including new pedestrian lighting, new sidewalk and median landscaping and the provision of pedestrian amenities, such as seating and pergolas.
