In May, AI reported that in January the Citizens' Council of Union Hidalgo (CCU), a Zapotec community, asked the Oaxaca state Congress to audit the accounts of the municipal authorities of Juchitan for possible fraud. On February 13, the CCU protested in front of the Town Hall in Union Hidalgo the failure of the legislature to carry out the audit. According to witnesses, the municipal police and other armed men, reportedly acting on the orders of the municipal president, fired on the demonstrators, killing Manuel Salinas Santiago and wounding nine others. The CCU reported the incident to the state prosecutor, who failed to take any judicial action; however, the municipal president lodged an official complaint against the CCU for criminal damage. The government’s performance in combating trafficking through law enforcement improved in 2004. Mozambique has no law specifically prohibiting trafficking in persons. As a necessary precursor to drafting comprehensive anti-trafficking legislation, the government conducted a donor-funded survey of children’s rights in 2004. Traffickers could be prosecuted using existing laws on sexual assault, rape, abduction, and child abuse, but no such cases have been brought before a court. The criminal investigative police and the anti-corruption unit of the Attorney General’s office have very limited knowledge of trafficking in persons. However, in March 2005, police in Quelimane arrested two men attempting to sell an 11-year-old boy.
