Because both the commission and the department enter and use data on the department's system, modifications and upgrades to the system are important to the commission. ... According to the Colorado Department of Correction, the cost of training one programmer on Utah’s front-end application was about $6,800, whereas the department grant applications estimated the cost at $2,000 per programmer.
