The tax credit would help small businesses struggling to cover their premium costs and expand the number of workers who have health insurance. ... A variety of studies have demonstrated that business size is a key element in explaining whether or not a company offers health insurance. While virtually all firms with more than 50 employees offer health coverage, health insurance is not available from one in six firms having 25 to 49 workers; one in four firms with 10 to 24 employees; and roughly one in two firms with under 10 employees.
