State of Nevada Sexual Offenders Registry Home Page In 1994, 7-year-old Megan Kanka was raped and murdered in a New Jersey suburb. Her attacker was a convicted sex offender and was a nearby neighbor; however, the police department was prohibited from disclosing the presence of this child molester because at the time the law did not allow the release of sex offender information to the public. Following the media attention and public outcry from that tragedy, there was a ground swell of state legislation. This prompted New Jersey Congressman Dick Zimmer to draft the bill that became Megan's Law.
