Key actuarial assumptions at September 1, 2004 were that (1) university tuition costs will increase at the rate of 7.5 percent per year until 2009, when university tuition costs will increase at the rate of 5.75 percent for three years; (2) community college tuition costs will increase at the rate of 5 percent per year; (3) the investment return on the Trust Fund's portfolio will be 7.5 percent per year; and (4) a contingency reserve of 20 percent of estimated payouts is adequate to cover variations in actual payout experience. ...
