In addition to the land designated for disposal in the Las Vegas Valley under SNPLMA, the BLM has identified nearly 1 million additional acres of land throughout the State under other authorities that are also available for disposal. These are lands that are designated for disposal into private ownership through a public planning process that provides for community expansion and economic development in other areas of Nevada. To date, the BLM has sold 7,700 acres to the City of Mesquite under the Mesquite Land Act of 1986, and we are working with the City on the conveyance of an additional 4,500 acres of land. Two of the most significant single land ownership changes involve federal government transactions. In 1989, approximately 660,000 acres was transferred from the U.S. Bureau of Land Management (BLM) to the U.S. Forest Service (USFS) under the Nevada National Forest and BLM Enhancement Act. In 1985, the Navy added 177,000 acres to the Fallon Naval Air Station land base to accommodate an expanded military mission. Today, land transactions are focused mainly on consolidating private and public lands to more effectively and prudently conserve, manage, and develop land and water resources. Nowhere is this pressure more acute than in the Las Vegas area. In response to the critical need for space in the Las Vegas Valley, Congress passed the Southern Nevada Public Land Management Act of 1998. Under this law, BLM-Nevada will auction off nearly 27,000 acres of the valley's public land, which is difficult to manage for multiple uses. Eighty-five percent of the land-sale proceeds will remain in Nevada, where Federal agencies will use the money to buy environmentally sensitive land; write a multi-species habitat conservation plan in Clark County; develop parks, trails, and natural areas in Clark County; and make capital improvements at Lake Mead National Recreation Area, the Desert National Wildlife Refuge, Red Rock Canyon National Conservation Area, and the Spring Mountain National Recreation Area. In 1989, the Colorado River Commissioncompleted its incremental purchase of 15,000 acres of federal land in the FortMohave Valley near Laughlin, Nevada. Congress had optioned the land to theColorado River Commission for development.
