The Board affirmed, with one exception, the administrative law judge's decision that the employer violated Section 8(a)(3) and (1) of the Act in numerous respects and dismissed the allegation that William Sherlock, the respondent's then new president, unlawfully promised benefits in his election eve speech to employees on July 4, 1993, finding that Sherlock's statement was protected by Section 8(c). The unfair labor practices found included restricting work area movement of employees in and around the facility; threatening employees with discharge, loss of benefits, and unspecified reprisals if they selected the Steelworkers as their bargaining representative; threatening employees with violence at the hands of another labor organization; and creating the impression among employees that it favored the Culinary Workers Union over the Steelworkers. The Needles station ( "El Garces" ) is the site of the former Harvey House Hotel, Restaurant, and Santa Fe station in downtown Needles. The station is no longer staffed. All Santa Fe activity has been relocated to the old Santa Fe hospital building, just southeast of the station.
