Nebraska Landscape Associations: Alliance Agreement
The Occupational Safety and Health Administration (OSHA), Nebraska Department of Labor - Workforce Development, USDOL Wage and Hour, 21(d) OSHA Consultation Program, the Nebraska Golf Course Superintendent Association (NGCSA), the Nebraska Professional Lawn Care Association (NPLCA), and the Sports Turf Managers Association (STMA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA, Workforce Development, Wage and Hour and 21(d) OSHA Consultation, NGCSA, NPLCA, and STMA hereby form an Alliance to provide NGSCA, NPLCA and STMA members and others in the landscaping and lawn care industry, including youth and non English speaking workers, with information, guidance and access to training resources that will help them protect employees' health and safety, particularly in reducing exposure to landscaping and lawn care industry hazards. The National Cooperative Highway Research Program (NCHRP) commissioned Tom Warne, former Utah Department of Transportation Executive Director, to conduct a synthesis of recruitment and retention practices in the state DOTs. The synthesis, titled " Recruiting and Retaining Individuals in State Transportation Agencies" (Synthesis 323) provides a comprehensive view of the state DOT approaches to addressing the workforce issues and identifies "successful practices," that states are using. In developing this report, a number of DOT managers were interviewed and a survey was conducted of employees from three state agencies (Maryland, Nebraska, Utah) to gain additional insight into the workforce issues and concerns. The report points to not only the problems of attracting talent, but of keeping it, as well. AASHTO ACTION - In a 2004 survey to update the AASHTO Strategic Plan, the state CEOs indicated "training and workforce issues" as one of their highest priorities with in-service training for both professional and technical personnel listed as one of the most pressing needs. AASHTO is undertaking a broad based initiative that will include: 1) reviewing research of "in-service" training issues with an emphasis on state DOT's; 2) surveying the states for in-service training needs; 3) conducting a workshop for state DOT Human Resources Directors and Training Directors at the April 2005 meeting of the AASHTO Subcommittee on Personnel and Human Resources; 4) conducting one to two hour CEO Workforce seminars at each of the four AASHTO regional summer meetings, and 5) developing a summary report to include information on all activities. ...
