Because many members of the Congress believed action such as Lee proposed to be premature or wanted instructions from their colonies before voting, approval was deferred until July 2. When Lincoln became aroused is usually framed by Lincoln’s statements for his campaign biographies. (No scholar has considered, for example, what might have happened had a Nebraska bill not been created.) Most of his time between mid-1849 and August 1854 was devoted to legal matters, and most scholars have agreed with his self-assessment. [xiii] Don Fehrenbacher, though, describes the five years after 1849 as “a sensible adjustment to circumstances, not actual retirement.” He “preferred to bide his time . . .
