Station history The U.S. Fish and Wildlife Service Fishery Assistance Office wasestablished November 1962 by order of President John F. Kennedy, in Kalispell, Montana.The station was established to provide fishery management services to the Blackfeet IndianReservation in Montana. Three other Montana reservations and Glacier National Parkwere receiving fishery assistance from the Portland, Oregon Fisheries Assistance Office. The logistical need to consolidate these Montana operations was apparent. InMarch of 1980, the Kalispell Fishery Assistance Office was combined with the CrestonNational Fish Hatchery to officially form the Creston Fish and Wildlife Center. However, this was changed again in 1989 when the assistance office and hatchery wereseparated, with Project Leaders being appointed for each office. Montana Governor Brian Schweitzer Richard Opper, 52, will serve as the Director of the Department of Environmental Quality. Opper has served the past 14 years as the Executive Director of the Missouri River Basin Association, a commission comprised of governor-appointed representatives of eight states and the Indian tribes in the Missouri River Basin. The commission is based in Lewistown, Montana. Prior to that he worked as the Executive Director for the Missoula-based Northern Lights Institute. Opper received his bachelor’s degree in agricultural sciences from Oklahoma State University and his master’s degree in soil science in 1979 from Montana State University.
