The previously used models tended to underestimate unemployment in some circumstances, such as when economies and labor markets were subjected to shocks, such as the 9/11 terrorist attacks and their aftermath. In these cases, annual revisions may have been fairly large. Another improvement in the estimating methodology involves "real-time benchmarking."
