After getting underway, the Advantage operator maneuvered his boat topass along both sides of a 23-foot Sea Ray cabin cruiser with four peopleon board. The Advantage operator then proceeded at a high rate of speedunder the Stillwater Highway Bridge (mile 23.3). A few minutes later, theAdvantage entered the Stillwater Municipal Boat Docks marina (municipalmarina), about 1,000 feet downriver from the highway bridge, where thespeed of the motorboat caused a wake that disturbed other boaters. Witnessesdid not observe any passengers disembarking from the Advantage or offerany other reason that the motorboat might have entered the marina. TheAdvantage reportedly departed the marina a couple of minutes later andheaded downriver, probably arriving at the accident site about 0125. SHERRETT. Photographs of typical cabins in our forest. The one that has an outbuilding that you can see in the picture is owned by the president of our Forest Homeowners Association in Mt. Hood. He's just down the road from us. And the outbuilding that you see is an outhouse. He has no indoor plumbing. I also have original photographs of the road next to our cabin in Mt. Hood showing the effects of the 1996 rainfall that we had in the Winter that caused severe flooding in Oregon. We have a major washout along our road that exposed a water main that serves 564 cabins in the forest. The Forest Service had, as they have said, no responsibility for this road, the repairs to this road, and the risk to the water system that served all the cabins was assumed in total by the Lady Creek Water System which is paid for completely, privately, by all the cabin owners. ...     H.R. 3327 will establish a new appraisal process to set a fair fee for Forest Service cabins. Under the formula established by the bill, appraisals would be based on the raw value of the land, adjusted for structures and services provided by the Forest Service. The Cabin User Fee Fairness Act will address two major concerns with the current appraisal process. First, the appraisal methodology currently used by the Forest Service is not arriving at the appropriate value of the use of a lot by a cabin owner. Federal property differs from private land in that the owners do not maintain the same rights and privileges to their property as those held by private landowners. For example, permit holders cannot make modifications to the land or their cabin without the approval of the Forest Service; they cannot reside in their cabin on a year round basis and they cannot deny others access to the land on which the cabin is built. Lake Superior Maritime Visitor Center is located on the shore of Lake Superior at one of the two entrances into Duluth-Superior Harbor. Features include accessible ship canal piers, the Duluth Aerial Lift Bridge, three lighthouses, close views of commercial shipping and a public lakewalk. Visitor Center exhibits feature the Corps of Engineers role in harbor and connecting channel development. All aspects of commercial shipping are displayed using audio-visual equipment presentations. Ship artifacts, full-size cabin and pilothouse replicas, and scale ship models are also on display. The Visitor Center does extensive programming for school and community groups throughout the year, with special daily programming during the summer months.
