The concerns, I think, that came out with us are: One, that insurance would be defined as those insurance products identified as of January 1 of 1996, which means that any products defined in the future that had an insurance component, we would only have a consulting role with the OCC, which then puts the OCC at determining what is insurance and not insurance. And there was another issue of preemption of redomestication issues in your bill that, again, we are getting right back to an issue of preemption of State laws related to the regulation of the business of insurance. Prafke indicated the resolution,as presented, would authorize use of larvicide’s in the storm sewer system andin storm water detention areas and would further authorize limited spraying (upto six times per year) on City owned property prior to community events. I have been asked to testify on the status of wind damage mitigation research as well as what steps the industry has undertaken to reduce damage from wind. Insurance companies have significant information on risk factors as well as loss severity and loss frequency by a given area of the country, state, county, or city. Companies can determine the likelihood of the given loss, which is used in the calculation of the insurance premium that is charged to a specific policyholder or applicant for insurance. This statistical information is proprietary and intended for the sole use of that particular company to aid in the rate making process. On the other hand, insurance companies have very little information on wind damage mitigation techniques and do very little research on wind damage reduction. Car dealers in the District report that sales in April and May were down, on average, compared with a year ago. Most contacts attribute this decline to an uncertain economy and buyers' apprehension about taking on a large amount of debt. Several car dealers report that fluctuating gas prices and low consumer confidence are causing used and low-end cars to sell better than new and high-end cars. Over half of the car dealers surveyed indicate that overall, inventories are too high. Approximately 20 percent were satisfied with their inventory levels, while the remaining 20 percent note that inventories, mostly of used cars, are too low. About 20 percent of the contacts surveyed note higher acceptance rates of finance applications, while roughly 14 percent report lower acceptance rates; the rest have seen no change.
