State Practices in Medical Child Support Cross-Program Coordination: Main Page
Ensuring that children have access to health care coverage through the provisionof private insurance by one or both parents is an important part of childsupport enforcement efforts. The health care coverage and medical expensespaid on behalf of these children are usually referred to as medical childsupport. State family law governs the establishment of child support orders, whether or not they are established through the IV-D child support system.State child support guidelines must consider the provision of health carecoverage as part of the child support award process. State child supportagencies must petition the court or administrative hearing officer for medicalchild support from noncustodial parents for all custodial children who arereceiving services under Title IV-D, whenever such coverage is availableat reasonable cost. The IV-D program can use a variety of methods to enforcemedical child support orders for children in their caseload. ... [Read More]

Chapter 12. Minnesota
Minnesota's child support program is county-administered and counties historically have provided the bulk of the state match for the Minnesota IV-D program. Financial incentives to the counties would reward specific, measurable actions that would have a long-term positive impact on both families and the state budget. The areas targeted were review and adjustment of child support awards (many preceded the adoption of Minnesota's child support guideline), paternity establishment, and enrollment of children in noncustodial parents' health plans (saving Medicaid dollars in many cases). ...
