Using Medicaid to Cover Services for Elderly Persons in Residential Care Settings: Appendix C. Minnesota
Because Minnesota still has the 6th highest number of beds per 1,000 persons age 85 and over in the nation, two recent initiatives have been undertaken to reduce the number of beds. First, in 2000, the state created the nursing home bed layaway program, permitting nursing homes to take licensed beds temporarily out of service and have those beds treated as though they were de-licensed. In the 18 months since enactment about 2,350 beds have been put in layaway and the occupancy level of remaining beds has reportedly increased substantially. Dr. Edwardson has served as a consultant with educators in Uganda and Asia on nursing education and with U.S. and Canadian hospitals regarding workload measurement and patient classification. There is no national licensure examination for PTs. The Board develops and administers a year-round computer-administered examination to approximately 450 applicants annually at seven test centers (Cerritos, Colton, Fremont, Fresno, Rancho Cordova, San Diego, San Francisco, and Van Nuys.). When a PT applicant is approved, a Notice of Eligibility and Candidate Handbook is mailed. The applicant is responsible for calling the toll-free number to schedule an appointment to test. For information regarding out-of-state licensed applicants, see the Fact Sheet for Out-of-State Licensed Applicants . Pursuant to Sections 2512 (Vocational Nurses) and 2571 (Psychiatric Technicians) of the California Code of Regulations, an application shall be deemed abandoned if no action is taken on an application by the applicant for a period of two years. North Dakota has a unique arrangement in that nurse aides are listed on two registries in the state. The North Dakota Department of Health, Emergency Health Services Division maintains a Registry of Certified Nurse Aides, as does the North Dakota Board of Nursing.
