The Mass Layoff Statistics (MLS) program collects reports on mass layoff actions that result in workers being separated from their jobs. Monthly mass layoff numbers are from establishments which have at least 50 initial claims for unemployment insurance (UI) filed against them during a 5-week period. Extended mass layoff numbers (issued quarterly) are from a subset of such establishments--where private sector nonfarm employers indicate that 50 or more workers were separated from their jobs for at least 31 days. ... Due to budget constraints in the Mass Layoff Statistics (MLS) program, beginning with data for the first quarter of 2004, the scope of quarterly extended mass layoffs and plant closings, regularly reported in the release, Extended Mass Layoffs in (Quarter) , has been redefined to cover only the private nonfarm economy. Quarterly information on layoff events in agriculture and government will no longer be collected. However, the monthly reporting of the MLS program in the release, Mass Layoffs in (Month) , which is based only on administrative data, will be unaffected and will continue to cover the total economy.  ... Beginning with data for January 2005, BLS is seasonally adjusting six monthly MLS series with the X-12-ARIMA program. Seasonal adjustment is the process of estimating and removing periodic fluctuations caused by events such as weather, holidays, and the opening and closing of schools. The purpose for seasonally adjustment is to make it easier to observe fundamental changes in the level of the series, particularly those associated with general economic expansions and contractions. December 2001 mass layoff monthly data and fourth quarter 2001 extended mass layoff data were the last from the Mass Layoff Statistics (MLS) program using the 1987 Standard Industrial Classification (SIC) system. Beginning with the release of data for January 2002 in late February 2002, the program switched to the 2002 version of the North American Industry Classification System (NAICS) as the basis for the assignment and tabulation of economic data by industry. NAICS is the product of a cooperative effort on the part of the statistical agencies of the United States, Canada, and Mexico. Due to differences in NAICS and SIC structures, data for 2002 are not comparable to the SIC-based data for earlier years. - 4 -Technical Note The Mass Layoff Statistics (MLS) program is a federal-state programthat uses a standardized, automated approach to identifying, describing,and tracking the effects of major job cutbacks, using data from eachstate's unemployment insurance database. Each month, states report onestablishments which have at least 50 initial claims filed against themduring a consecutive 5-week period. These establishments then are con-tacted by the state agency to determine whether these separations lasted31 days or longer, and, if so, other information concerning the layoff iscollected. States report on layoffs lasting more than 1 month on a quart-erly basis. A given month contains an aggregation of the weekly unemploymentinsurance claims filings for the Sunday through Saturday weeks in thatmonth.
