In January 1997, the Maryland State Police and the Maryland State HighwayAdministration jointly sponsored the Maryland Traffic Records Blue RibbonCompetition—a program which challenged law enforcement agencies tofocus attention on their procedures for investigating and reporting motorvehicle crashes. Police agencies that investigated and reported a minimumof 100 motor vehicle crashes per year were invited to participate in a competitionfor traffic safety grants ranging from $5,000 to $20,000 for use in locallaw enforcement traffic services activities.
