Since 1993, President Clinton and Vice President Gore have supported innovative and promising teen pregnancy prevention strategies, with significant components of the strategy becoming law in the 1996 Personal Responsibility Act. The law requires unmarried minor parents to stay in school and live at home or in a supervised setting; encourages "second chance homes" to provide teen parents with the skills and support they need; and provides $50 million a year in new funding for state abstinence education activities. Efforts are making a difference, adolescent pregnancy rates and teen abortion rates are declining. And between 1991 and 1997, teen birth rates declined 19.2% in Maryland. ... [Read More]

Existing debt, if collateralized by a lien on the property, can be refinanced with proceeds from the mortgage. Testimony -- Hiers
The closing on the home was scheduled for August 29, 1997. As the settlement approached, I become increasingly nervous because Homebuyers would not confirm that it had located a mortgage loan for me. As late as just two days before the closing, Homebuyers told me that a firm commitment on financing was not yet available. Even though mortgage rates were low and favorable in August 1997, on the day of closing, Homebuyers finally told me that it had arranged a 7% adjustable rate FHA insured mortgage loan through Inland Mortgage Company, which is now Irwin Mortgage Company. Homebuyers also told me that Inland was providing me with the best rate and most favorable financing terms that they could secure. Reluctantly, and believing that I had no other options, I entered into the mortgage loan transaction. ... [Read More]

The Role of Mortgage Brokers in the Mortgage Finance Market
Today about 23,000 mortgage brokers originate over half of all mortgages in America and employ nearly 130,000 people. The rise of the mortgage broker has been accompanied by a decline in mortgage interest rates and closing costs and an increase in the home ownership rate. Mortgage brokers have dramatically increased competition in almost every region and community in the country. While the number of mortgage lenders is continually declining through mergers and consolidation, the number of mortgage brokers is growing. ... [Read More]

If your old loan was a variable rate mortgage, you can use another method to determine the credit that you could have claimed. Under this method, you figure the credit using a payment schedule of a hypothetical self-amortizing mortgage with level payments projected to the final maturity date of the old mortgage. The interest rate of the hypothetical mortgage is the annual percentage rate (APR) of the new mortgage for purposes of the Federal Truth in Lending Act. The principal of the hypothetical mortgage is the remaining outstanding balance of the certified mortgage indebtedness shown on the old MCC. ... [Read More]

Recording
Deeds, deeds of trust, leases, assignments, powers of attorney, etc., are recorded in this department. This department generates more revenue than all of the other departments within the Clerk's office, recording approximately 1,500-2,200 documents daily. The recording of documents is transacted in the office personally by the public and/or by mail. Immediately after receiving a document, the recording clerk calculates the fees and taxes. The document is stamped to indicate the day and time of filing. There are several recording fees ranging between $10 - $75, and a $20 surcharge. State Transfer taxes are figured at 1/2 of 1 % (.005) of the consideration amount. State Transfer taxes are collected only on deeds and leases. ... [Read More]

FRB: Beige Book--Richmond--July 28, 2004
The Fifth District economy expanded at a more moderate pace in June and early July, restrained by softer retail sales and slower growth in manufacturing output. Retailers reported fewer customers in District stores and said that their sales slumped in recent weeks. Manufacturing shipments expanded more slowly in June, and new orders and employment were flat. Services businesses, in contrast, generally reported strong revenue and employment growth, although summer vacation schedules apparently slowed real estate activity in some areas. In finance, commercial lending picked up, but residential mortgage lending was sluggish as refinancing activity dwindled. While a number of contacts reported markedly higher prices for fuel and building materials, prices in the manufacturing and services sectors were said to be rising at an average annual rate of less than 2 percent. In agriculture, summer thunderstorms brought relief to dry fields in Maryland and South Carolina but caused wind damage to ... [Read More]
