Providing landlords and tenants with accurate information about their rights and responsibilities is one of the most important activities of the County’s Department of Housing and Community Affairs (DHCA) . Chapter 29 of the Montgomery County Code , Landlord-Tenant Relations , has just been updated. This law had not received a comprehensive review since its enactment in 1972. The new law became effective April 1, 2001, and this edition of the handbook contains these changes. These changes are incorporated in the appropriate sections of the handbook and are summarized in Appendix I.
