September 10-14th, 1998 (Frances): On the 7th, an area ofdisturbed weather formed in the Central Gulf of Mexico. It was complex with abroad area of low pressure, induced by a nearby upper low to the west of thecirculation. Strong easterly winds had barely relaxed after Charley , which had just made landfall in Texas,before redeveloping. Air Force aircraft investigated the system on the 8th, anda tropical depression was found 220 miles southeast of Corpus Christi. It movedvery little over the next 24 hours, slowly strengthening into a tropical stormby the 9th. Strong winds along the Louisiana and Texas coasts increased, resulting in alarge area of coastal flooding. Sabine Pass was cut off to travel by land onthe 10th and remained so for the next week, until Hermine passed by to the east. A composite clam sample contained 51.6 ppt dioxin TEQs, fat based, which is equivalent to 0.24 ppt, wet weight. In a national survey that included contaminated as well as non-contaminated areas, the EPA reported that the average concentration of dioxin TEQs in fish was 11 ppt, wet weight [ 5 ]. In clams from a dioxin-contaminated area (Newark Bay, New Jersey), dioxin TEQs ranged from 13-25 ppt; in clams from an uncontaminated area (Little Egg Harbor, New Jersey), dioxin TEQs ranged from 1.2-2.1 ppt [ 6 ]. These concentrations significantly exceed the concentration of dioxin TEQs (0.24 ppt) detected in the clam composite from Lake Charles. Area of Study The principal region of study includes the Lake Charles National Weather Service Office CountyWarning Area (CWA) ; the area it is responsible for issuing warnings,forecasts, advisories, and statements. In Southeast Texas, this includes thecounties of Jefferson, Orange, Jasper, Newton, Tyler, and Hardin. In Louisiana,this includes the parishes of Cameron, Vermilion, Iberia, St. Mary, Upper andLower St. Martin, Calcasieu, Jefferson Davis, Acadia, Lafayette, Beauregard,Allen, Evangeline, St. Landry, Vernon, Rapides, and Avoyelles. In addition, places outside Lake Charles' CWA were included in this study as well since typical tropical cyclones affectregions 70 miles west and 100 miles east of the center.
