Lotteries As noted, New Hampshire started with a couple of drawings a year. The results were not spectacular. As more states legalized lotteries, the states have become very effective at innovating and creating new games. One of the first innovations was to increase the frequency of drawing and the size of the prizes. Another new product was the instant tickets, termed "scratchers."
