How do the characteristics of SCHIP enrollees change as a program evolves? New York State's SCHIP program evolved from a statewide health insurance program that was developed in 1991. Understanding how current SCHIP enrollees differ from early enrollees may shed light on how to best serve the SCHIP population. This study found that more black and Hispanic children, more New York City residents, and children from families with lower education, income, and employment levels enrolled in SCHIP in 2001 than were enrolled in 1994. Introduction of a single application form for SCHIP and Medicaid, expansions in the benefit package, and progressively increased marketing and outreach, particularly in New York City, may have in part, accounted for the large change in the characteristics of enrollees.
