City of Salina, Kansas - Human Relations: Chapter 13 Equal Opportunity In order to insure nondiscrimination in employment opportunities, the director of personnel shall promptly notify the director of human relations of any vacancy to be filled. The director of human relations shall, upon receiving any job vacancy listing, promptly post notice of such in public locations in at least three (3) places throughout the city. Press Release - House Education Committee to Hold Hearing April 5th on Financial Management Weaknesses in the Head Start Program August 28, 2003, the U.S. Justice Department announced that the former executive director of the Tom Green Community Action Council, Inc., operator of approximately 15 Head Start centers in western Texas, had pled guilty to falsifying vouchers and using federal funds intended for Head Start children to instead operate a Mexican food restaurant known as Henry’s Diner in San Angelo, TX. DOJ indicated the program’s executive director, J.D. Cortez, had embezzled more than $805,000 over two years by operating several schemes that involved the diversion of federal Head Start funds.
