National Agriculture Day (see “External Links”) is celebrated in March. In Kansas, the Kansas Department of Agriculture works with the Kansas Department of Commerce and agriculture groups from across Kansas to celebrate Kansas Agriculture Day with an event at the Statehouse. March 21, 2005, the governor and secretary of agriculture accepted the keys to a flexible fuel E85 Chevrolet Avalanche. General Motors loaned the car to Kansas and other states that are members of the Governor's Ethanol Coalition for one year to promote the use of ethanol. TOP OF DOC Segment 5 Of 6 I want to know who is going to make that determination, at what level, are you going to have somebody from your agency in every place and town? What says that—what guarantee does a pizza guy have 10 years from now that someone very well meaning in your position doesn't change the regulations. There is a different Congress that changes the law and comes back again if we don't do something about retroactive liability and says even though you use your best practices at the time that you are not a polluter today, but 10 years from now you are a polluter. WILLIAMS. Mr. Boehlert, I might also add that in the South they call that eating red clay. So kids actually do eat dirt at times. There are a lot of people who eat the red clay in the South. But what I have often heard are about the mom and pops, and we do empathize with this, usually the pizza parlor owner who got sent the letter and had nothing to do with this, and I should add that EPA sent them the letter—I may add this has worried me so I've stopped eating pizza which was probably good for me anyway. But what we are finding is that it really wasn't EPA who brought these small mom and pops, particularly your pizza parlors, into this. Usually it's a contribution action. Usually there are other parties who have been involved in the liability scheme and then they go after other parties. So ofttimes it is not EPA who has brought that actual action against some of the de micromis or de minimis parties, it is usually another larger party that's involved in the scheme and they have ...
