During the first six months of this grant the Fair Housing Specialist engagedin a variety of Fair Housing activities. She offered 49 Fair Housing presentationsto 1,270 people and distributed 1, 1 18 Fair Housing packets. Since October31, 1989, a total of 4,315 Fair Housing packets have been distributed. Shedeveloped the 40-page "Iowa Fair Housing Guide 1990" and a "FairHousing Advertising in Iowa" booklet. In the Hawkeye Realty case the Commission found that "Choose Your Neighbor"cards were distributed only in an allwhite neighborhood and that no blackpeople could be found who had ever received these cards anywhere in thecity. A Cedar Rapids realtor, who had once used the cards himself, admittedthat such cards were used by realtors to maintain segregated neighborhoods. ...

The origin of the case occurred in 1969 when it was brought to the attentionof the Commission that realtors in several southeast Iowa cities were using"Choose Your Neighbor" cards. Realtors claimed that use of thecards was merely a sales gimmick which attempted to get publicity and promotea quick sale and that the intent was not to perpetuate segregated neighborhoods.However, the Commission, after studying the matter, drafted a statementin August of 1969 saying that it considers use of devices such as "ChooseYour Neighbor" cards to be in violation of the Iowa Civil Rights Actof 1965, as amended, in that they tended to maintain segregated neighborhoodsby not giving all persons in the city equal notice that the property wasfor sale or rent. ...
