Immediate investigationof the matter indicated that the hotel apparently had a policy of cateringto both whites and non-whites, but not to mixed couples. The Commissioninvestigator explained to the manager that the refusal to rent constituteda violation of the law. Peer Exchange Report - Iowa Historically, transit has not been a big priority in the City of Forth Smith, and its one transit system, funded through the city's CDBG Entitlement Program, has had limited ridership due to ridership constraints imposed by CDBG regulations. A few years ago Bi-State MPO supported building a transit hub in a new downtown parking/hotel/convention center garage, but the city wasn't interested. The city's attitude toward transit is changing, however; the City of Fort Smith's Transit Department now handles all planning, and a new countywide tax is supporting transit expansion. A primary goal is to elevate the public's awareness and buy-in of transit as a viable alternative. There is only one main corridor into the downtown area-the only other routes are through residential neighborhoods-so increasing transit ridership will be a major factor in reducing traffic along that corridor.
