Basic Iowa Skill Test
Iowa Civil Rights Commission Contested Case Decision: Peyton Conclusions of Law 2 What constitutes equal skill, equal effort, or equal responsibility cannot be precisely defined. [T]he broad remedial purpose of the law must be taken into consideration. The terms constitute separate tests, each of which must be met in order for the equal pay standard to apply. It should be kept in mind that "equal" does not mean "identical." Insubstantial or minor differences in the degree or amount of skill, or effort, or responsibility required for the performance of jobs will not render the equal pay standard inapplicable. On the other hand, substantial differences, such as those customarily associated with differences in wage levels when the jobs are performed by persons of one sex only, will ordinarily demonstrate an inequality as between the jobs justifying differences in pay. ... Core Curriculum Matrix Development - Transportation Curriculum Coordination Council This example also illustrates that skill levels may share a competency. Notice that for the Rights of Way (ROW) Management discipline Levels I and II appear to have the same competency as do Levels III and IV. The work group determined that the competency for Level I was applicable to Level II with the difference being the degree of supervision. For Level I, the inspector must identify stakes and easements under direct supervision whereas for Level II, the inspector would perform this with little to no supervision . Similar logic applies to the Level III and IV competency. Conversely, for the Project Closeout discipline, the work group determined that no competency was appropriate at Level I. An inspector at an entry skill level would not be involved in performing any activities tied to project closeout. As such, this block on the matrix is darkened. ... [Read More]

ED.gov Skills-based pay should be clearly distinguished from individualperformance-based pay systems which traditionally have evaluatedteachers against one another for a fixed pool of funds. Individualperformance systems usually aim to identify and reward the "best"teachers with additional pay. In contrast, skills-based pay rewardsteachers for attaining and being able to use knowledge and competencies valued by theschool--such as the ability to teach allstudents the mathematics promoted by the National Council ofTeachers of Mathematics. Skill attainment is judged against a predetermined, clear-cut standard. Itdoes not create competitionamong teachers, but signals the type of skills the school wants itsfaculty to acquire. Skills-based pay systems, thus, focus individual skill development on theknowledge and skills necessaryfor the organization to accomplish its goals. ... [Read More]
whatworks Withthe enactment of a sweeping new federal welfare law, the Personal Responsibilityand Work Opportunities Reconciliation Act of 1996 , the adult educationand literacy field braced itself for new challenges. Many welfarerecipients do not have the basic skills necessary to succeed in the workplace, and the literacy field works with many of these adults and families. Many in the field believe welfare recipients with strong basic skills aremore likely to achieve self-sufficiency. The new law, however, focuseson quick employment, or the “work first” approach. Basic skills servicesalone are no longer an option and, with the stakes as high as they noware for welfare recipients, providing them with only basic skillsservices -- without integrating them with job skills and work experience-- would be considered by some as malpractice. Leaders in the field haveadapted their instructional approach accordingly, recognizing that in orderfor recipients to succeed when their b ... [Read More]
Print All Sections: Strengthening Families Program: For Parents and Youth 10-14 The program has been scientifically evaluated in a randomized, controlled test with 442 families through Project Family at the Institute for Social Behavior Research at Iowa University. Outcome evaluations entailed the use of multi-informant, multimethod measurement procedures at pretest, posttest, and followup data collections points. Assessments included in-home videotapes of families in structured family interaction tasks and in-home interviews that included scales from standardized instruments and commonly used measures such as the National Survey of Delinquency and Drug Use.
