At the Elgin Landfill, IEPA records of sporadic leachate problems beginin 1971. In that year, workers at South Elgin Municipal Well Number 3 reportedthat total suspended solids had increased 100%, and the nearby Elgin andTri-County Landfills were blamed. Subsequent sampling showed no evidenceof contamination, but only random fluctuations in various parameters. However,this did not stop the initiation of legal action. In December 1971, theVillage of South Elgin, along with support from the Elgin Jaycees, IllinoisState Attorney General (ILAG), and Kane County, successfully argued beforethe Kane County Zoning Board of Appeals that the Elgin site was not suitablefor use as a landfill. The site kept accepting waste, however, while theirattorneys filed numerous appeals and continuances. In 1973, BFI was fined$10,000 for failing to close the landfill as ordered by the court. ... Because the geology and hydrogeology northwest of the site are unknown,it is difficult to examine the likelihood of this occurrence. Shallow andpossibly also intermediate groundwater in the northern part of the sitemoves to the north or northwest, but the direction of groundwater flow beyondthe site boundary is unknown. In addition, the presence of any hydraulicconnection between this contaminated water and that of the Newark Aquifer,the water source of South Elgin, is unknown. If shallow and intermediategroundwater continues moving in the same direction off-site and hydraulicconnections between them and deeper aquifers exist, contamination couldpotentially reach the South Elgin municipal wells. Some contamination ispresent in the shallow dolomite aquifer, which is hydraulically connectedto the Newark Aquifer.
