Illinois Child Support

State of Illinois - Learning in Illinois Section
For these reasons, leaders in Illinois and nationwide have advocated more collaboration and fewer regula-tory conflicts among early education and care pro-grams. Collaboration across programs has begun in many Illinois communities. Many Head Start and child care providers who operated separately in the past are now working together to make full-day, year-round serv-ices available; these programs serve more than 6,000 children in poverty. School districts are increasingly delivering State Prekindergarten services, with certified teachers, to children in child care and Head Start pro-grams, as well as offering before-and after-school care to children in school-based Prekindergarten programs. Some programs share space, staff training, transporta-tion costs, and specialized personnel such as social workers and speech therapists. Others collaborate with family child care providers to bolster the quality of early education. ... [Read More]

State of Illinois - Rod Blagojevich, Governor
Illinois has a strong history of systems building efforts and support for families with young children. Governor Rod Blagojevich took a major step toward establishing a statewide early childhood system by signing Senate Bill 565 - creating the Illinois Early Learning Council. The Council will build on recent and ongoing early childhood planning efforts and initiatives as well as lessons learned and input from parents and local communities. Key recommendations and priorities already identified through the following initiatives related to families with children under five provide a foundation for the important work of the Illinois Early Learning Council: Illinois Preschool Task Force Report, Illinois Child care Strategic Plan, Illinois Children's Mental Health Task Force, Professional Development Advisory Committee, Born Learning, Chicago Partners for Children, License-Exempt Home Child Care Conference and the Birth to Five Project (Build Initiative), among others. ... The work we do in this area is critical to giving children the opportunities they need and deserve. Studies show that children who receive support are more likely to finish high school and even go on to college. By holding accountable those who are required to pay child support, we can improve the lives of Illinois children and create a more stable and successful future for all of us. ... [Read More]

Chapter 8. Illinois
Perhaps the most important result is that the collaboration has helped families and children while breaking down the fears of many of the Head Start organizations in working with the Division of Child Support Enforcement. An ongoing system has been forged for providing paternity and child support information to Head Start families. Training needs to be repeated regularly because of the constant turnover of Head Start staff and families. DCSE has discovered that many Head Start and child care families have great difficulty in navigating the child support system to obtain an order or to have it enforced. They lack time and, in some cases the skills, to manage their child support cases. Many Head Start families wanted support, yet did not realize they already had open child support cases as a result of receiving public assistance or Medicaid. Helps: a support group for parents with DCSE cases, staff liaisons at both the Head Start site and DCSE to track individual cases. ... [Read More]
