The basic jurisdictional issue was how to differentiate between golf cars that weremanufactured exclusively for use on golf courses and those that are being permitted by states andmunicipalities to be operated as on-road vehicles. NHTSA tentatively decided to adopt a speedcriterion to address this question. The industry's standard Z130.1, which applies to all golf cars,contains a specification for "Maximum vehicle speed "(paragraph 9.6.1) under which "(t)heaverage speed [of runs in opposite directions] shall not exceed 15 mi/h (24 km/h)" (paragraph9.6.1.3).
