During the past two years, Madigan has worked with law enforcement across the state to strengthen and enforce Illinois’ sex offender laws. In 2003, Madigan created the Illinois Sex Offender Registry Team (I-SORT) to improve the state’s sex offender registry and educate the public about the need to check the database. Madigan said those efforts are paying off. According to the Illinois State Police (ISP), the Sex Offender Web site had a total of 244,000 visits in April 2005, the highest number of hits ever and up from 87,299 hits in April 2004. Madigan also has drafted, introduced and worked to pass new laws that improve elements of the registry, require evaluation and treatment of sex offenders released from prison and, for the first time, create specific parole conditions for sex offenders. ... “The Perry County Sheriff's Office monitors all registered sex offenders throughout Perry County. Victims Advocate Marsha Lilly has worked diligently to make sure all offenders are in compliance. Citizens need to access the Web site to know if a sex offender lives in their neighborhood,” Kellerman said. “As citizens of Perry County and Southern Illinois know of the sexual assaults that occurred in Perry County last fall, the sex offender list, updated regularly by the Sheriff's Office, was an excellent investigative tool in order to apprehend the suspect. Again, sex offenders in Perry County are monitored closely, and any violation of the sex offender registration results in an arrest of the person and prosecution.
