IWA Since April 2000, Mr. Mitchell has participated in the design and implementation of the IWA program while working in the Illinois Department of Human Service’s Strategic Planning & Performance Management Office. His responsibilities at IDHS included design and implementation of the 2000, 2001, and 2002 Strategic Plan’s, and he managed the data gathering and reported the agency’s quarterly performance to the Governor’s Performance Management Office. Mitchell and the undercover agent communicated about terms of the sale via the Internet, then in person. During that meeting, Mitchells scheme was captured on tape. As part of the sting, prosecutors and investigators relied on a Michigan insurance agent who tutored the undercover agent about the insurance business. Additionally, Madigans office created a dummy purchase agreement intended to convince Mitchell the Revenue agent was seriously interested in purchasing the business, which led Mitchell to make further misrepresentations. ...
