For example, the Impact of Community Health Workers on Access, Use of Services and Patient Knowledge and Behavior (PIC 6355) showed that use of community health workers in HRSA-funded programs led to increased access to care for patients, and to increased knowledge of nutrition and other topics to promote a healthy lifestyle. The ongoing study Effectiveness of the National Health Service Corps (PIC 6357) is assessing the program over time, using retention in primary care and related professions as one measure of effectiveness. The National Evaluation of the Healthy Start Program (PIC 5610), also ongoing, is a multi-year study with both outcome and process components. The mass coral bleaching and mortality events of 1998 appear to be the most severe and extensive ever documented. Simultaneously, tropical sea surface temperatures were the highest on modern record, topping off a 50 year trend for some tropical oceans. ... In 1998 coral reefs around the world appear to have suffered the most extensive and severe bleaching (loss of symbiotic algae) and subsequent mortality on record. In the same year, tropical sea surface temperatures were the highest on record, topping off a 50 year trend for some tropical oceans. These events may not be accounted for by localized stressors or natural variability alone. Rather, the coral bleaching events and elevated sea surface temperatures were likely induced by an underlying global cause. It is likely that anthropogenic global warming has contributed to the extensive coral bleaching that occurred simultaneously throughout the disparate reef regions of the world. The BBA foresaw that PICs established under the JTPA, or WDBs fulfillingPIC functions, would bear most of the responsibility for delivering WtWservices. Given the mandated funding formulas, 64 percent of all fundsmust go to PICs or designated alternativeentities. 1 Although six states declinedformula funding, we would expect that almost every one of the 577 JTPA SDAs(or a designated alternative agency) in the remaining 48 jurisdictions willbe a formula grantee. WtW grantee programs involve a complex network of collaborators, most oftenwith the local PICs or WIBs as the lead organization. Of the 487 respondentsto the second survey, 353 were PICs, WIBs, or the equivalent, a pattern thatlargely reflects the mandate for states to pass 85 percent of their formulafunds to PICs or WIBs or approved alternatives.
