ATSDR - PHA - Agana Power Plant, Mongmong, Guam Built in 1949, the Agana Power Plant (APP) was owned and formerly operated by the U.S. Navy.The APP provided electricity not only to the Navy—particularly Naval Air Station (NAS)Agana—but also to the government of Guam and customers throughout the central and northernparts of the island.The 1995 closure of NAS Agana eliminated the Navy's need for the powerplant. Consequently, the Navy Public Works Center and Guam Utilities Department, whichformerly operated the plant, discontinued generating power. However, ATSDR based its overall conclusions on a variety of information. When combined with other sampling data for fish, sediment and soil, ATSDR believes that PCB levels are below levels of health concern for non-subsistence fishing. In addition, the number of fish available in the Agana Swamp and River, including tilapia, appears to be lower than needed to support a subsistence fishing population. Also, ATSDR has not identified a population of subsistence fish eaters who exclusively consume tilapia. Therefore, for subsistence fish-eating individuals and families, exposure should be below the levels found in the tilapia sample. The Navy sampling plan was designed to find if PCB from Agana Power Plant had reached Agana Swamp and River. We would suggest, however, that these recommendations be analyzed through a collaborative process that would involve many parties in addition to the Department of the Interior, including, of course, the Congress. Electrical Problems Caused by the Brown Tree Snake Brown tree snakes are commonly encountered climbing on man-made structures. Since they can lift three-fourths of their body using the remaining quarter for support, even small cracks and imperfections in surfaces are enough to give them leverage. Power lines, wooden poles, and guy wires are no greater challenge for these snakes than a tree or exterior wall of a building. Snakes often cause problems by climbing guy wires leading to power poles supporting transformers, distribution lines, and high-voltage transmission lines. When the snakes simultaneously touch live and grounded conductors, they create faults, short circuits, and electrical damages. This results in frequent losses of power to parts of Guam and even island-wide blackouts. On September 27, 2000, the Court denied the Plaintiffs'Petition on the basis that this Court lacked jurisdiction overthe matter. Lack of jurisdiction in this case means that theCourt has no legal authority to take any action, and any actionthat a district court takes when the Court has no authority meansthat the action taken is null and void. The Court did not refuseto take further action.
