Research Activities, September 2000: HIV/AIDS Research: Florida's Medicaid AIDS waiver program improves patients' health and reduces costs, especially for hospital care
More than half of the people living with AIDS use health care services provided by State Medicaid health insurance programs for the poor. Because of their condition, people with AIDS are at increased risk of hospitalization or nursing home placement. During the 1990s, several Medicaid programs initiated waivers for home and community-based services for people with AIDS in an attempt to reduce hospital costs. ...

Besides traditional Medicaid services, people with waivers are eligible to receive 15 other services such as case management, personal care services, and home-delivered meals. A recent study of Florida's Medicaid AIDS waiver program, Project AIDS Care, from 1993-1997 found that adult AIDS patients who did not participate in the waiver program had significantly higher hospital costs than program participants, after controlling for age and ethnicity. ... HRSA - HHS Honors Hospitals That Raised Organ Donation Rates in 2004
Executives of the hospitals, together with their partners in 49 organ procurement organizations (OPOs), were given the department's first annual Medals of Honor for Organ Donation by Elizabeth M. Duke, Ph.D., administrator of HHS' Health Resources and Services Administration (HRSA), during a ceremony today in Pittsburgh. Under Medicare, hospitals are reimbursed through the DRG (Diagnostic Related Groups) coding system in which hospitals assign diagnosis codes for each patient discharge and those codes determine the DRG to which a patient discharge is assigned. The government's reimbursement is then based on the assigned DRG. In this case, Leesburg was able to increase its reimbursements when it assigned a false, higher reimbursing pneumonia diagnosis code, rather than the correct, lower reimbursing diagnosis code. ... HHS/OIG-Audit-"Review of Medicare Bad Debts For Florida Hospital For The Fiscal Year Ended December 31, 1999"(A-04-02-02011)
The final report points out that of the $1,154,650 in inpatient Medicare bad debts claimed by the hospital for its fiscal year ended December 31, 1999, $131,698 did not comply with the Medicare reimbursement criteria and was therefore unallowable.  In addition, the hospital understated by $93,798 the amount of recoveries of previously written off bad debts that should be offset against the bad debts claimed on the cost report, and also understated recoveries in the three fiscal years prior to our audit period by a combined total of $558,807.  We recommended that the hospital file an amended cost report for FY 1999 to reduce allowable bad debts.  We also recommended that the hospital establish clear written policies to ensure that Medicare and non-Medicare accounts will be treated consistently and that reasonable collection efforts will be used, in accordance with the Medicare guidelines.  In addition, we recommended that the hospital establish procedures for identif ...
